I found my sister in a tree managed - by her husband's cousin.
Geni does not recognize that this is the same person.
Can I initiate merge? How?

Jeff, Geni Curator See if you can view this link or the one on her son. I don't have permission to view it, but you might.

It looks like your sister has actually logged into both accounts - she is a Geni member on both accounts, using two different email addresses I expect. She can merge the profiles herself, but updating the email address on one of her accounts. Once both accounts have identical email addresses, it should ask her if she wants to merge her profiles.

Jeff, Geni Curator You could also send a family group request to Ofra Barak, which should allow you to view that tree and merge them via the normal process.
