Bjørn P. Brox Yourself, - and the system. You find a check-mark for making profiles public under edit profile.
You are not allowed to make profiles of living people or profiles outside your family group privacy range public. The rest is up to you, but the general practice for many is to make all profiles of deceased people public, may be except of current generations like siblings and children of yourself.
