Foster mother to one person who has 2 bio siblings. Why does it keep making her the mother of all 3?

Edna is the foster mother to George and George alone. George has two sisters that he is still in contact with, but Edna is not foster mother to the girls. Why is this site making Edna the foster mother of all three of them?
