  Her profile is in a semi-claimed state, meaning she logged into that account at one point.  So you'll need to report her profile as deceased.

  I would like to report my sister as deceased, but on her profile page there is no "actions" tab, so I can't follow your instructions.

  Linda, it's not a tab, it's a menu item and it's on every profile. It is in the top right of the profile page, parallel to the display name.

  For clarification, you do have to be logged into Geni.  You won't see the normal profile page or the action tab if you're not logged in.
