Why can't I add more documents

I have uploaded a few documents and created one on the site.  Now, I can't add anything else.  I clid 'Add Documents' and the screen refreshes but just back to the documents page where I was before.  I know how to load documents but the site isn't allowing me to or isn't working properly.
