I have a person in my database/tree that has the following situation and I would like to know how to enter all the information without duplicating people:
Female married spouse #1, divorced spouce #1, married spouse #2, divorced spouse #2, re-married spouse #1
So far, the response that I received would require duplicating spouse #1 in the tree. That isn't acceptable to me.
Please help. If necessary, feel free to diagram the response in order implement it correctly.

You can add one of the marriages manually as an event to the timeline.
Secondly you have the About Me where you can write this additional information because people usually don't check the timeline where these marriages will be listed.

Does the "about me" section work for an in-law or just for me?

The "about me" is on every profile ... as long as you are the manager or collaborator or family member (or Pro, if it is a public profile), then you should be able to edit the "about me".
