pages that are not maintained need to be accessible by someone so deaths, divorces, etc., can be updated

I'd like to be able to request permission to make an update to someone elses page (who is not maintaining it) so deaths can be acknowledged in order to stop the requests for birthday good wishes and that divorces and other changes can be entered. Anniversary gift and card requests are not a obnoxious as are the B'day card requests.
