Yes, he will still have full access - he will still be a manager of all his profiles, - you are only added as an extra manager to be able to help others with merges and fixing errors in that branch.
We should probably ask Geni staff to rewrite that message,

I wish to ensure that my family members' profiles are managed by known family persons, not someone who had an opportunity (inactivity).

I just had the same problem. I am/was the manager of my family's tree but my dad received a message saying he was the new manager because of my inactivity. Geni never notified me or anything. Very odd that they didn't even contact me before taking action.
