Put a note by the edit of photos to submit the right person first so that the names fall in the order of the position of the person.

I somehow figured out if I put the right person's name first in the list of photo identity the last person you entered would be the first on the list and they would corrrespond with the order in the picture.  Couldn't you give a clue to others....?
