Can a curator assist with a merge request - there are almost 10 approvals for the merge and yet it remains unmerged.

  This merge is for private profiles born less then 150 years ago, so the merge needs to be accepted by the managers of those profiles.

  One profile is a user profile so the merge needs permission from that specific user. Curators can only assist if that user wants the profiles to be merged (the user has to ask for assistance).
