Someone became a manager in addition to me, of my ancestors somehow, and I don't know who they are. I asked him to remove himself, he said he did, but he did not.
How do I remove someone I don't know from being contacted about my family?

The rule is that if the profiles are within your family group (4th cousins and closer), but outside theirs, you have the ability to remove them. You can do this via the Actions tab on the profile and select Manager Options. If you can remove them, there will be a little [x] by their name.
Do know that Geni is a shared collaborative tree. https://www.geni.com/worldfamilytree/learn-more So it is expected and even desired when multiple people manage common ancestors. Profiles that are duplicates get merged so that we end up with one profile for a person on Geni, which family members can collaborate to correct, source, etc. This usually takes place with somewhat remote individuals that you may not know, second or third cousins, which improves the overall tree by tying different branches together.
Someone is following my Geni additions and has subsequently become an additional "manager" of them.
Because of repeated encounters I now suspect the person is phishing me, my ancestors.and most importantly my current relatives.
I believe the person has nefarious intent, as per fraud.
Can I block this person from seeing my entries? If not, then I will remove all of my additions, with myself being last.

As stated above you can remove most managers from near family profiles.
You should check your settings at https://www.geni.com/account_settings/recent_activity/ and https://www.geni.com/account_settings/blocked_users
and also https://www.geni.com/account_settings/profile_privacy
