Merging duplicates when profile owner won't respond to merge request

Hi, there is an incomplete and duplicate profile for my father, created by a distant relative.

I've requested a merge, but no response.

How can I get the incomplete duplicate deleted, if the person never responds to the merge request?

  I found I can delete duplicates, I could not force a merge, but I could delete?
