Blocking of a User - Luz DuBois - Doesn't Work

I blocked Ms. Luz DuBois because she has been editing profiles in our family tree when she isn't a relative at all (she's Spanish and we're Filipino). However, she was added as a manager for the profiles of two of our family members? Also, a Mr. Luis Dominguez merged the profiles of these two family members with those of Ms. DuBois when they are obviously unrelated.
