Add a warning when attempting to merge a public / private profile pair

Here's an example:

You will notice that request is from late April 2011 so presumably is going unanswered.  The pending merge request sits on the tree as a blue "pending merge" conflict and disallows progress in tree cleaning.

Please give everyone the option to SEE that this is a private profile and an opportunity to CANCEL the requested merge ... or not propose it to begin with.

  I agree with this request.

  After it was brought to my attention I started paying attention if one profile was private, if it was I would investigate further. If I see the manager is active I look and see if there is a possibility they would care to make it public, if not I do not request a merge.

  If the manager is not active for more than a year I will report it.

  Having a WARNING will help a great deal.
