Make the link to to start page for Help language specific and add at least some help in the chosen language
If there is a portal in that language add a link to it.
Ma be give a list of curators that can handle that language
add a link to current English help page and some instructions how to get it translated with tools like Google translate or similar.
As long as that is not available add a header for language specific help on the current page.
and put a link in that language there for each language there that has a good starting page.
For Dutch it could be something like : Hulp in het Nederlands with a link to the Dutch portal
