Unable to change profile from private to public, and I'm the manager who created this profile

I go to actions under this profile that I made, and I want to change it from private to public but it won't let me. 

This is a separate branch from my family tree. But I created this branch profile I should be able to change it from private to public if I want. But the private button is grayed out, and nothing happens when I click on the public button.

  Can you please send the link to the profile so we can better assist?

  Note if it is a living profile, you will not be able to make it public. Living profiles can only be public if it has been made a Master Profile by a curator. These are typically public individuals such as celebrities.
