I recently exported a forest GEDCOM. It hit the 100,000 people limit. When I imported into Legacy, I received error after error stating that an individual that was referenced in the family record of the GEDCOM was not valid. I believe that these were probably for people that were excluded as individuals from the export due to the size. I had to sit with my hand on the <enter> key because there were so many. There shouldn't be a family record referencing individuals who do not get exported.

Job Waterreus Nathalie,
I also see a lot of references in a forest export to profiles that are not included in the export. (my export also has 100.000 persons)
There are a lot of profiles included in the download that are private profiles. If you do not change the 100.000 limit, could you favour public profile over private profiles (or make it an option to choose which to favour for the download).
I would also very much like to have an indication about public / private in the gedcom and it would be nice if there was an option to include the profile manager in the download for private profiles.
