Some smartmatches do not grant an option to pair the matches, only to "review  match" on myheritage with no further options to resolve the match. See attached pic.

  There are some restrictions on who can approve / reject a match.  I believe you will be able to confirm or reject matches for profiles you can edit that are in your Max Family OR Ancestors up to 20 generations OR managed by you.
