Whenever I try to upload a PDF document via Google Chrome 38, the upload always hangs at the first attempt after choosing the file and clicking "Upload Documents." You will see the "Saving" progress bar, but the upload will never complete (i.e., you will never see the "Processing" bar on the first attempt). The workaround is to go through the process again after refreshing the page. The upload will proceed upon another attempt. Subsequent uploads will process on the first attempt. You may need to log out and restart the browser to reproduce the issue consistently.
